I peer-reviewed this paper on behalf of Emergency Management Australia for suitability for publication in the Australian Journal of Emergency Management (AJEM). The paper presents a coherent philosophy of warning and a sound conceptualisation of the optimal functioning of warning systems. It contains important messages which need to be heeded by those who are responsible for the design and operation of warning services.
