A versatile, hands-on professional with over 30 years experience across business, science, and technology, Philip has travelled extensively, and has lived and worked in Australia, the UK and the USA.

His key attributes include practical business skills, scientific and technical acumen, and a realistic approach to program and project management.  His competencies have been developed through extensive experience gained in public and private sector appointments across a diverse portfolio that includes Defence aerospace and procurement, automation and control, infrastructure construction and facilities management, information technology and communications, and the environment.

His breadth of expertise is comprehensive, covering the strategic and tactical side of business operations and performance, continuity and risk management, commercial and vendor management, system design and development, technology management and project and program delivery.  Skilled in leading multi-disciplined teams to achieve organisational goals and objectives, he has successfully delivered operational facilities and complex systems critical to ongoing operations across multi-cultural as well as multi-national boundaries.

A former Aeronautical Engineering Officer in the Royal Australian Navy, Philip served 16 years in training, operational and staff positions prior to leaving the permanent Navy in 1987 and transferring to the Standby Reserve with the rank of Lieutenant Commander.  In 2007 he transferred to the Active Reserve and has since served on a number of strategic Defence infrastructure initiatives: representing Navy and Infrastructure Asset Development Branch on the Tender Evaluation Working Group for the Defence Environment & Heritage Panel (DEHP) Standing Offer for 2009-2012; managing the development and delivery of several concurrent major ($4.5m to over $150m) infrastructure design and construction projects on Defence bases in Western Australia and the Northern Territory; and representing Navy on the Tender Evaluation Board for Phase 2 of Project Single LEAP (Living Environment and Accommodation Precinct) – a AUD1.2b+ Defence project under a Public Private Partnership (PPP) arrangement.

Between 1987 and 1997 Philip gained valuable senior management experience in the public and private sectors with appointments that involved national and international project management responsibilities.  Since 1998, he has provided independent strategic business and project management consulting services to major companies, organisations and government agencies.  Specialising in interim management engagements, he has held senior and executive management positions including Business Integration Manager, Project Director, General Manager, Chief Executive Officer, Managing Director and Vice-President Infrastructure & Operations (USA).

In addition to business and project management consulting Philip is an international adviser on practical strategies for emergency management and climate change adaptation.  He has been engaged by the Australian Government to assist in the development and implementation of projects for early warning systems and sea level and climate monitoring.  He has participated on expert panels convened by UNESCO/IOC, the UNFCCC, and the IPCC to consider early warning and climate change issues in the South Pacific region.  More recently he has consulted to UNESCAP on tsunami early warning arrangements in the Indian Ocean and Southeast Asia, and resource mobilization for disaster risk reduction in the Asia and Pacific region. 

Philip holds a Masters Degree in Engineering from the Royal Melbourne Institute of Technology; is a Fellow of the Institution of Engineers Australia (IEAust); a Fellow of the Australian Institute of Management (AIM); a Fellow of the Australian Defence Association (FADA); and a Member of the International Association of Emergency Managers (IAEM Oceania).  He is also a member of the Advisory Board to the Emergency Preparedness Institute (EPI) in the United States and an advisor to the Asia Pacific Emerging Infectious Diseases Facility (AusReady), Australia.

In May 2008 Philip was appointed Adjunct Professor to the Pacific Centre for the Environment and Sustainable Development (PACE-SD), Faculty of Islands and Oceans, at The University of the South Pacific, Suva, Fiji.  In February 2009, Philip qualified as a certified Consultant with the Australian Defence Consultancy Group (ACDG). 

He has written and presented several conference papers on various topics and is currently collaborating on a number of professional publications, including a business textbook that defines practical strategies for achieving sustainable business performance.
